Workforce Development provides specialist foundation programmes, services, resources and has a Foundation Learning Team dedicated to their delivery. Programmes are designed and tailored to the needs of schools, employers, employees and government departments. 

The types of Foundation programmes and services provided include short courses and national qualifications, STAR and Gateway programmes for High Schools. Other programmes are Workplace Literacy Services on behalf of the Ministry of Social Development, work and community skills-based development and Youth Training programmes.
